Ministry of Environment, Forest and Climate Change (MoEFCC)’s List to Phase-Out of Single-Use Plastics (SUP)

Introduction
In response to the growing concerns over environmental pollution and health risks associated with plastic waste, the Government of the People’s Republic of Bangladesh has taken decisive action to reduce the impact of Single-Use Plastics (SUP). As part of the ‘Hazardous Waste (Management and Processing) Rules 2021,’ a comprehensive plan has been implemented to ban the import, production, sale, and use of specific SUP products.

Effective Date: June 30, 2024

Banned SUP Products
Under Rule 9 of the ‘Hazardous Waste (Management and Processing) Rules 2021’, the following SUP products are now restricted:

  • Straws and Stirrers: Including plastic straws and drink stirrers.
  • One-Time Use Utensils: Such as plastic cups, plates, trays, spoons, and forks.
  • Plastic Sticks: Used for balloons, ice cream, and lollipops.
  • Plastic Banners: Any banner less than 100 microns in thickness.
  • Plastic Covers: On posters and similar items.
  • Sachets and Pouches: Packaging for single-use products.
  • Packaging Materials: Including thin plastic films on fast food packaging and plastic covers on items like chocolate, cigarettes, and tissues.
  • Styrofoam Food Packaging: Such as biryani packets.
  • Melamine Foam Sponges: Commonly used for household cleaning.
  • Shopping and Carry Bags: Made from polyethylene, polypropylene, or any mix thereof.
  • Cigarette Filters: Specific restrictions on the use of plastic in cigarette filters.
  • Plastic Bottles and Caps: Single-use plastic bottles and caps are under scrutiny.

Implementation and Compliance
The MoEFCC urges all businesses, industries, and consumers to comply with these regulations to promote a healthier and more sustainable environment. This order is effective immediately, and updates to the list of banned products may be made periodically based on necessity.
